The Vice-Chancellor, Federal University of Lafia, FULafia, Professor Shehu Abdul Rahman, has inaugurated the Procurement Planning Committee, in line with the Public Procurement Act 2007.
Speaking during the inauguration held at the Senate Chamber of the University in the Permanent Site Campus, Abdul Rahman said that the committee was constituted to ensure that the programmes and activities of the University were achieved through careful planning and prudent allocation of resources.
The vice-chancellor, who is the chairman of the committee, called on members of the committee to be committed and work effectively and in unison to realise the common goal of moving the Federal University of Lafia to a greater height.
Professor Abdul Rahman urged the members to discharge their responsibilities with seriousness, respecting due process and procurement processes of the University.
Reminding the members of their responsibilities, he urged them to, within two weeks, come up with details of their projects so that the committee would deliberate and prioritise them.
Professor Rahman vowed to ensure that the University “abides by the Procurement Act to promote cost-effectiveness, transparency and accountability in all its procurement planning activities.”
He charged members of the University’s Procurement Planning Committee to promptly work to prepare the University’s Annual Procurement plan to prevent encountering financial hitches in procurement activities.
While enumerating the responsibilities of the Procurement Planning Committee, the secretary of the committee, who is the head, Procurement Unit, Malam Isa Tukur Keffi, said functions of the committee according to the Act included preparation of the list of all known goods, works and services needed to achieve the goals for the procuring entity, evaluation of the list and dividing into contract packaging; carrying out appropriate market and statistical survey; analysing the cost implications of the proposed Procurement; aggregation of the Procurement requirements within the procuring entity and between procuring entities to obtain economy of scale and reduce Procurement cost.
Other functions are prescribing appropriate methods for effecting the Procurement, subject to the necessary approval of the Procurement Planning Committee; integration of Procurement expenditure into entity’s yearly budget; ensuring that no reduction of values or splitting of Procurements is carried out to evade the use of the appropriate monetary threshold as well as ensuring that adequate appropriation is provided specifically for the Procurement in the budget of Federal University of Lafia.
The committee has the Deputy Vice-Chancellor, Professor Idris O. O. Amali, Registrar, Dr Abubakar Mamuda, Bursar, Mr Daniel Anjola Wilson, and the Librarian, Dr Abiodun Iyoro.
Other Committee members are the dean’s and directors, head of Legal Unit, head of Information and Public Relations Unit as well as head of Procurement Unit.
